關于推進污水資源(yuan)化利(li)用(yong)的指導意見

各(ge)省、自治區、直(zhi)轄市人民政府(fu),國務院各(ge)部(bu)委、各(ge)直(zhi)屬機(ji)構:
污(wu)(wu)(wu)水(shui)(shui)資(zi)源(yuan)(yuan)化(hua)利(li)用(yong)是指污(wu)(wu)(wu)水(shui)(shui)經(jing)無(wu)害(hai)化(hua)處(chu)(chu)理(li)達到特定水(shui)(shui)質(zhi)(zhi)標準(zhun),作為(wei)再生(sheng)(sheng)水(shui)(shui)替代常規水(shui)(shui)資(zi)源(yuan)(yuan),用(yong)于工(gong)業(ye)生(sheng)(sheng)產、市(shi)政(zheng)雜(za)用(yong)、居民生(sheng)(sheng)活、生(sheng)(sheng)態補水(shui)(shui)、農業(ye)灌(guan)溉(gai)、回灌(guan)地下水(shui)(shui)等,以及從污(wu)(wu)(wu)水(shui)(shui)中(zhong)提取其他資(zi)源(yuan)(yuan)和(he)能源(yuan)(yuan),對優化(hua)供(gong)水(shui)(shui)結構、增加水(shui)(shui)資(zi)源(yuan)(yuan)供(gong)給、緩解(jie)供(gong)需矛盾和(he)減少水(shui)(shui)污(wu)(wu)(wu)染、保障水(shui)(shui)生(sheng)(sheng)態安全(quan)具有重要意(yi)義。目(mu)前,我(wo)國(guo)污(wu)(wu)(wu)水(shui)(shui)資(zi)源(yuan)(yuan)化(hua)利(li)用(yong)尚處(chu)(chu)于起步階段,發(fa)展不充分(fen),利(li)用(yong)水(shui)(shui)平不高(gao),與(yu)建設美麗(li)中(zhong)國(guo)的需要還存在(zai)不小差距。為(wei)加快(kuai)推進污(wu)(wu)(wu)水(shui)(shui)資(zi)源(yuan)(yuan)化(hua)利(li)用(yong),促進解(jie)決水(shui)(shui)資(zi)源(yuan)(yuan)短缺、水(shui)(shui)環境污(wu)(wu)(wu)染、水(shui)(shui)生(sheng)(sheng)態損害(hai)問(wen)題,推動高(gao)質(zhi)(zhi)量發(fa)展、可持續發(fa)展,經(jing)國(guo)務(wu)院同意(yi),現提出以下意(yi)見。
一、總體(ti)要求
(一)指導(dao)思想。
以(yi)習(xi)近平新時代(dai)中(zhong)國特(te)色社會主義思想為(wei)(wei)指導,全面(mian)貫徹黨(dang)的(de)十(shi)九大和(he)十(shi)九屆(jie)二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全會精(jing)神,深(shen)入(ru)貫徹習(xi)近平生(sheng)(sheng)態文明思想,踐行綠水(shui)(shui)(shui)青山就是金山銀山理(li)念(nian),堅持(chi)“節水(shui)(shui)(shui)優(you)先(xian)、空間均(jun)衡、系統治(zhi)理(li)、兩手發力”的(de)治(zhi)水(shui)(shui)(shui)思路,按照黨(dang)中(zhong)央(yang)、國務院決策部(bu)署,在(zai)城鎮、工業(ye)和(he)農(nong)業(ye)農(nong)村等領域系統開展污(wu)水(shui)(shui)(shui)資源(yuan)化(hua)利用(yong),以(yi)缺水(shui)(shui)(shui)地(di)區和(he)水(shui)(shui)(shui)環境敏感區域為(wei)(wei)重(zhong)點,以(yi)城鎮生(sheng)(sheng)活(huo)污(wu)水(shui)(shui)(shui)資源(yuan)化(hua)利用(yong)為(wei)(wei)突破口(kou),以(yi)工業(ye)利用(yong)和(he)生(sheng)(sheng)態補(bu)水(shui)(shui)(shui)為(wei)(wei)主要途徑(jing),做好頂層設(she)計,加強(qiang)統籌協調,完善政策措施,強(qiang)化(hua)監督管理(li),開展試點示范,推(tui)動我國污(wu)水(shui)(shui)(shui)資源(yuan)化(hua)利用(yong)實現高質量發展。
(二)基本原則。
節水(shui)優先(xian)、統籌推進。秉持(chi)“節水(shui)即治污(wu)”的(de)理(li)念,堅(jian)持(chi)節水(shui)優先(xian),強化用(yong)水(shui)總量和強度雙控。將(jiang)污(wu)水(shui)資(zi)源(yuan)化利用(yong)作為節水(shui)開源(yuan)的(de)重(zhong)要內容,再生水(shui)納入(ru)水(shui)資(zi)源(yuan)統一配置,全面系(xi)統推進污(wu)水(shui)資(zi)源(yuan)化利用(yong)工(gong)作。
因地制宜、分(fen)類(lei)施(shi)策。根據本地水(shui)資(zi)源稟賦、水(shui)環境承載力、發展需(xu)求和經濟技術(shu)水(shui)平等因素分(fen)區分(fen)類(lei)開(kai)展污水(shui)資(zi)源化利用(yong)工作,實施(shi)差別化措(cuo)施(shi)。科學確(que)定目(mu)標(biao)任(ren)務,合(he)理選擇重點領域和利用(yong)途徑,實行按(an)需(xu)定供、按(an)用(yong)定質(zhi)、按(an)質(zhi)管控。
政府引導、市場驅動。強化標準約束(shu),嚴格監(jian)管(guan)考核,規范市場主體行(xing)為。完(wan)善價格機制(zhi),加大財政金融激勵,引導社會資本(ben)投入,充(chong)分發揮(hui)市場配置(zhi)資源(yuan)的決定性作(zuo)用。
科(ke)技引領(ling)、試點(dian)示(shi)范。增強科(ke)技支撐(cheng),加強關鍵共性技術裝備研發,推廣(guang)普及先進適用(yong)技術工藝。開(kai)展試點(dian)示(shi)范,探索形成可(ke)(ke)復制、可(ke)(ke)推廣(guang)的污(wu)水(shui)資源化利用(yong)模式。
(三)總(zong)體(ti)目標
到2025年,全國污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)收集效(xiao)能顯(xian)(xian)著(zhu)提(ti)升(sheng),縣城及城市(shi)污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)處理(li)能力基(ji)本(ben)(ben)滿(man)足當地(di)(di)經濟(ji)社(she)會發展需(xu)要,水(shui)(shui)(shui)環境敏感地(di)(di)區污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)處理(li)基(ji)本(ben)(ben)實現提(ti)標(biao)升(sheng)級;全國地(di)(di)級及以上(shang)缺水(shui)(shui)(shui)城市(shi)再(zai)生水(shui)(shui)(shui)利(li)(li)用(yong)率達到25%以上(shang),京津(jin)冀地(di)(di)區達到35%以上(shang);工業(ye)用(yong)水(shui)(shui)(shui)重復利(li)(li)用(yong)、畜(chu)禽糞污(wu)(wu)(wu)(wu)和漁業(ye)養(yang)殖尾水(shui)(shui)(shui)資(zi)源化利(li)(li)用(yong)水(shui)(shui)(shui)平(ping)顯(xian)(xian)著(zhu)提(ti)升(sheng);污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)資(zi)源化利(li)(li)用(yong)政策體系和市(shi)場機制基(ji)本(ben)(ben)建立。到2035年,形(xing)成系統、安全、環保、經濟(ji)的污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)資(zi)源化利(li)(li)用(yong)格局。
二(er)、著力推進重點領域(yu)污水資源(yuan)化利用(yong)
(四)加快推動城鎮生活污水資(zi)源(yuan)化利用(yong)。
系統分(fen)析日益增長的(de)(de)(de)(de)生(sheng)(sheng)(sheng)產(chan)、生(sheng)(sheng)(sheng)活(huo)和生(sheng)(sheng)(sheng)態用(yong)(yong)(yong)(yong)水(shui)(shui)需(xu)求,以(yi)現有(you)污(wu)(wu)水(shui)(shui)處(chu)理(li)(li)廠(chang)為(wei)基礎,合(he)理(li)(li)布(bu)局再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)利(li)用(yong)(yong)(yong)(yong)基礎設施(shi)。豐水(shui)(shui)地(di)(di)區結(jie)合(he)流(liu)域水(shui)(shui)生(sheng)(sheng)(sheng)態環(huan)(huan)境質(zhi)量改善需(xu)求,科學合(he)理(li)(li)確定(ding)(ding)(ding)污(wu)(wu)水(shui)(shui)處(chu)理(li)(li)廠(chang)排放限(xian)值,以(yi)穩定(ding)(ding)(ding)達(da)標(biao)排放為(wei)主,實施(shi)差別(bie)化分(fen)區提(ti)標(biao)改造(zao)和精準(zhun)(zhun)治污(wu)(wu)。缺(que)(que)水(shui)(shui)地(di)(di)區特別(bie)是水(shui)(shui)質(zhi)型缺(que)(que)水(shui)(shui)地(di)(di)區,在確保污(wu)(wu)水(shui)(shui)穩定(ding)(ding)(ding)達(da)標(biao)排放前提(ti)下,優先(xian)將達(da)標(biao)排放水(shui)(shui)轉(zhuan)化為(wei)可利(li)用(yong)(yong)(yong)(yong)的(de)(de)(de)(de)水(shui)(shui)資源(yuan)(yuan),就(jiu)近(jin)回補自然水(shui)(shui)體,推進區域污(wu)(wu)水(shui)(shui)資源(yuan)(yuan)化循環(huan)(huan)利(li)用(yong)(yong)(yong)(yong)。資源(yuan)(yuan)型缺(que)(que)水(shui)(shui)地(di)(di)區實施(shi)以(yi)需(xu)定(ding)(ding)(ding)供、分(fen)質(zhi)用(yong)(yong)(yong)(yong)水(shui)(shui),合(he)理(li)(li)安排污(wu)(wu)水(shui)(shui)處(chu)理(li)(li)廠(chang)網(wang)布(bu)局和建設,在推廣(guang)再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)用(yong)(yong)(yong)(yong)于工業(ye)生(sheng)(sheng)(sheng)產(chan)和市政雜(za)用(yong)(yong)(yong)(yong)的(de)(de)(de)(de)同時,嚴(yan)格(ge)執(zhi)行(xing)國家規定(ding)(ding)(ding)水(shui)(shui)質(zhi)標(biao)準(zhun)(zhun),通過逐段(duan)補水(shui)(shui)的(de)(de)(de)(de)方(fang)式將再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)作為(wei)河湖(hu)濕地(di)(di)生(sheng)(sheng)(sheng)態補水(shui)(shui)。具(ju)備條(tiao)件的(de)(de)(de)(de)缺(que)(que)水(shui)(shui)地(di)(di)區可以(yi)采用(yong)(yong)(yong)(yong)分(fen)散式、小型化的(de)(de)(de)(de)處(chu)理(li)(li)回用(yong)(yong)(yong)(yong)設施(shi),對(dui)市政管網(wang)未(wei)覆蓋的(de)(de)(de)(de)住宅小區、學校(xiao)、企事業(ye)單位(wei)的(de)(de)(de)(de)生(sheng)(sheng)(sheng)活(huo)污(wu)(wu)水(shui)(shui)進行(xing)達(da)標(biao)處(chu)理(li)(li)后實現就(jiu)近(jin)回用(yong)(yong)(yong)(yong)。火電、石化、鋼鐵、有(you)色、造(zao)紙、印染等高耗水(shui)(shui)行(xing)業(ye)項目具(ju)備使用(yong)(yong)(yong)(yong)再(zai)生(sheng)(sheng)(sheng)水(shui)(shui)條(tiao)件但未(wei)有(you)效利(li)用(yong)(yong)(yong)(yong)的(de)(de)(de)(de),要嚴(yan)格(ge)控制新(xin)增取水(shui)(shui)許可。
(五)積(ji)極推動(dong)工業廢水資源化利用。
開(kai)展企業(ye)(ye)用(yong)水(shui)(shui)(shui)(shui)審計(ji)、水(shui)(shui)(shui)(shui)效對標(biao)和(he)(he)節水(shui)(shui)(shui)(shui)改造(zao),推(tui)(tui)進(jin)企業(ye)(ye)內部工(gong)業(ye)(ye)用(yong)水(shui)(shui)(shui)(shui)循(xun)環(huan)利(li)(li)用(yong),提高(gao)重復利(li)(li)用(yong)率。推(tui)(tui)進(jin)園區內企業(ye)(ye)間用(yong)水(shui)(shui)(shui)(shui)系統集成優化(hua),實現串聯用(yong)水(shui)(shui)(shui)(shui)、分質用(yong)水(shui)(shui)(shui)(shui)、一水(shui)(shui)(shui)(shui)多用(yong)和(he)(he)梯級利(li)(li)用(yong)。完(wan)善工(gong)業(ye)(ye)企業(ye)(ye)、園區污水(shui)(shui)(shui)(shui)處理(li)設施建設,提高(gao)運營管(guan)理(li)水(shui)(shui)(shui)(shui)平(ping),確保工(gong)業(ye)(ye)廢水(shui)(shui)(shui)(shui)達(da)標(biao)排放。開(kai)展工(gong)業(ye)(ye)廢水(shui)(shui)(shui)(shui)再生利(li)(li)用(yong)水(shui)(shui)(shui)(shui)質監測評價和(he)(he)用(yong)水(shui)(shui)(shui)(shui)管(guan)理(li),推(tui)(tui)動地(di)方(fang)和(he)(he)重點用(yong)水(shui)(shui)(shui)(shui)企業(ye)(ye)搭建工(gong)業(ye)(ye)廢水(shui)(shui)(shui)(shui)循(xun)環(huan)利(li)(li)用(yong)智慧(hui)管(guan)理(li)平(ping)臺(tai)。
(六)穩妥推(tui)進農(nong)業農(nong)村(cun)污(wu)水資(zi)源化利用。
積極探索(suo)符合農村(cun)(cun)實際、低成(cheng)本的(de)農村(cun)(cun)生(sheng)活污水治理(li)技(ji)術(shu)和(he)模式(shi)。根(gen)據區域位置、人(ren)口聚集度(du)選用分戶處理(li)、村(cun)(cun)組處理(li)和(he)納(na)入城鎮污水管網等收集處理(li)方式(shi),推廣(guang)工(gong)程(cheng)和(he)生(sheng)態相結合的(de)模塊化(hua)工(gong)藝技(ji)術(shu),推動(dong)農村(cun)(cun)生(sheng)活污水就近就地資源化(hua)利(li)(li)用。推廣(guang)種養(yang)結合、以用促治方式(shi),采(cai)用經濟適用的(de)肥(fei)料化(hua)、能(neng)源化(hua)處理(li)工(gong)藝技(ji)術(shu)促進畜禽(qin)糞污資源化(hua)利(li)(li)用,鼓勵漁業養(yang)殖尾水循環利(li)(li)用。
三(san)、實施污水資(zi)源(yuan)化利用(yong)重點工程
(七)實(shi)施污水收(shou)集及資源化利用設施建設工程(cheng)。
推(tui)進(jin)城鎮污(wu)水(shui)管(guan)(guan)(guan)(guan)(guan)網(wang)(wang)全覆蓋,加(jia)大城鎮污(wu)水(shui)收(shou)集管(guan)(guan)(guan)(guan)(guan)網(wang)(wang)建(jian)(jian)(jian)設(she)力度,消(xiao)除(chu)收(shou)集管(guan)(guan)(guan)(guan)(guan)網(wang)(wang)空白區(qu)(qu),持續提高(gao)污(wu)水(shui)收(shou)集效能(neng)。加(jia)快推(tui)進(jin)城中村(cun)、老舊城區(qu)(qu)等區(qu)(qu)域(yu)污(wu)水(shui)收(shou)集支線管(guan)(guan)(guan)(guan)(guan)網(wang)(wang)和(he)出(chu)戶管(guan)(guan)(guan)(guan)(guan)連接建(jian)(jian)(jian)設(she),補齊“毛細血管(guan)(guan)(guan)(guan)(guan)”。重(zhong)(zhong)點推(tui)進(jin)城鎮污(wu)水(shui)管(guan)(guan)(guan)(guan)(guan)網(wang)(wang)破損(sun)修復、老舊管(guan)(guan)(guan)(guan)(guan)網(wang)(wang)更(geng)新和(he)混接錯接改(gai)造,循(xun)序推(tui)進(jin)雨(yu)污(wu)分流改(gai)造。重(zhong)(zhong)點流域(yu)、缺水(shui)地區(qu)(qu)和(he)水(shui)環境(jing)(jing)敏感區(qu)(qu)結合(he)當地水(shui)資(zi)源(yuan)稟賦(fu)和(he)水(shui)環境(jing)(jing)保護要(yao)求(qiu),實(shi)施(shi)現有(you)污(wu)水(shui)處理(li)設(she)施(shi)提標(biao)升級擴能(neng)改(gai)造,根據(ju)實(shi)際需要(yao)建(jian)(jian)(jian)設(she)污(wu)水(shui)資(zi)源(yuan)化(hua)(hua)利用設(she)施(shi)。缺水(shui)城市新建(jian)(jian)(jian)城區(qu)(qu)要(yao)因地制宜提前(qian)規劃布局再(zai)生(sheng)水(shui)管(guan)(guan)(guan)(guan)(guan)網(wang)(wang),有(you)序開展相(xiang)關建(jian)(jian)(jian)設(she)。積極推(tui)進(jin)污(wu)泥無害化(hua)(hua)資(zi)源(yuan)化(hua)(hua)利用設(she)施(shi)建(jian)(jian)(jian)設(she)。
(八)實施區(qu)域再生水循環利用工程。
推動建設(she)污染治理、生態保(bao)護(hu)、循(xun)環利用(yong)有(you)機結(jie)合(he)的綜(zong)合(he)治理體(ti)系(xi),在(zai)重點排污口下游、河(he)流入(ru)湖(海(hai))口、支流入(ru)干(gan)流處等(deng)關(guan)鍵節點因地制(zhi)宜建設(she)人工濕地水(shui)質(zhi)凈化等(deng)工程設(she)施(shi),對處理達標后的排水(shui)和(he)微污染河(he)水(shui)進一步凈化改善后,納入(ru)區域水(shui)資源調配管理體(ti)系(xi),可用(yong)于區域內生態補水(shui)、工業(ye)生產和(he)市政(zheng)雜用(yong)。選擇(ze)缺水(shui)地區積極(ji)開展區域再生水(shui)循(xun)環利用(yong)試(shi)點示范。
(九)實施工業(ye)廢水(shui)循環利用工程。
缺水(shui)(shui)地(di)區將市政(zheng)再(zai)生(sheng)(sheng)水(shui)(shui)作為(wei)園(yuan)區工(gong)(gong)業(ye)(ye)生(sheng)(sheng)產(chan)用(yong)(yong)(yong)(yong)水(shui)(shui)的重要(yao)來源(yuan),嚴控新水(shui)(shui)取用(yong)(yong)(yong)(yong)量(liang)。推動工(gong)(gong)業(ye)(ye)園(yuan)區與市政(zheng)再(zai)生(sheng)(sheng)水(shui)(shui)生(sheng)(sheng)產(chan)運營(ying)單位合(he)作,規劃配備管(guan)網設施。選擇(ze)嚴重缺水(shui)(shui)地(di)區創(chuang)(chuang)建產(chan)城融合(he)廢水(shui)(shui)高效循(xun)(xun)環(huan)利(li)(li)用(yong)(yong)(yong)(yong)創(chuang)(chuang)新試點。有條(tiao)件的工(gong)(gong)業(ye)(ye)園(yuan)區統籌(chou)廢水(shui)(shui)綜合(he)治理與資源(yuan)化利(li)(li)用(yong)(yong)(yong)(yong),建立企業(ye)(ye)間點對點用(yong)(yong)(yong)(yong)水(shui)(shui)系(xi)統,實現工(gong)(gong)業(ye)(ye)廢水(shui)(shui)循(xun)(xun)環(huan)利(li)(li)用(yong)(yong)(yong)(yong)和(he)分級(ji)回用(yong)(yong)(yong)(yong)。重點圍繞(rao)火電(dian)、石化、鋼鐵(tie)、有色、造(zao)紙(zhi)、印染等高耗水(shui)(shui)行業(ye)(ye),組織開展(zhan)企業(ye)(ye)內部廢水(shui)(shui)利(li)(li)用(yong)(yong)(yong)(yong),創(chuang)(chuang)建一批工(gong)(gong)業(ye)(ye)廢水(shui)(shui)循(xun)(xun)環(huan)利(li)(li)用(yong)(yong)(yong)(yong)示范(fan)(fan)企業(ye)(ye)、園(yuan)區,通過典型示范(fan)(fan)帶動企業(ye)(ye)用(yong)(yong)(yong)(yong)水(shui)(shui)效率(lv)提升。
(十(shi))實施(shi)農業農村污(wu)水以(yi)用(yong)促治工程。
逐步(bu)建設完(wan)(wan)善農業污(wu)水收集(ji)處理再利(li)(li)用(yong)(yong)設施,處理達(da)標后實(shi)現就近灌溉(gai)回用(yong)(yong)。以(yi)規模化畜(chu)禽養(yang)殖場為重點,探(tan)索完(wan)(wan)善運(yun)行(xing)機制(zhi),開展(zhan)(zhan)(zhan)畜(chu)禽糞污(wu)資源(yuan)(yuan)化利(li)(li)用(yong)(yong),促進種養(yang)結合農牧循(xun)環發(fa)展(zhan)(zhan)(zhan),到2025年全國畜(chu)禽糞污(wu)綜(zong)合利(li)(li)用(yong)(yong)率達(da)到80%以(yi)上。在長江經濟帶(dai)、京(jing)津冀、珠三(san)角等有條件的(de)地區開展(zhan)(zhan)(zhan)漁業養(yang)殖尾水的(de)資源(yuan)(yuan)化利(li)(li)用(yong)(yong),以(yi)池(chi)塘養(yang)殖為重點,開展(zhan)(zhan)(zhan)水產養(yang)殖尾水治(zhi)理,實(shi)現循(xun)環利(li)(li)用(yong)(yong)、達(da)標排放。
(十一(yi))實施污水近零(ling)排放(fang)科技創新試點工程。
選擇有代表(biao)性的國家(jia)高(gao)(gao)(gao)(gao)新(xin)技(ji)(ji)術(shu)產業(ye)(ye)(ye)開發區(qu)(以下簡稱國家(jia)高(gao)(gao)(gao)(gao)新(xin)區(qu))開展技(ji)(ji)術(shu)綜(zong)合集成與示范(fan),研發集成低成本、高(gao)(gao)(gao)(gao)性能工(gong)業(ye)(ye)(ye)廢水處理(li)技(ji)(ji)術(shu)和裝備,打(da)造污水資源化(hua)技(ji)(ji)術(shu)、工(gong)程與服務、管理(li)、政策等協同(tong)發力(li)的示范(fan)樣板。在長(chang)三角(jiao)地(di)區(qu)遴選電子信息、紡織印染、化(hua)工(gong)材料(liao)等國家(jia)高(gao)(gao)(gao)(gao)新(xin)區(qu)率先示范(fan),到(dao)2025年建成若干國家(jia)高(gao)(gao)(gao)(gao)新(xin)區(qu)工(gong)業(ye)(ye)(ye)廢水近零排放科技(ji)(ji)創新(xin)試點工(gong)程。
(十二)綜合(he)開展污水(shui)資源化利(li)用試點示范。
聚(ju)焦(jiao)重(zhong)點(dian)(dian)難點(dian)(dian)堵(du)點(dian)(dian),因地(di)制宜(yi)開(kai)展再生水(shui)(shui)利用、污泥資源(yuan)化(hua)利用、回灌(guan)地(di)下水(shui)(shui)以(yi)(yi)及氮磷等物(wu)質提取(qu)和能(neng)量資源(yuan)回收等試(shi)點(dian)(dian)示(shi)范,在黃河流域地(di)級及以(yi)(yi)上城(cheng)市建(jian)設污水(shui)(shui)資源(yuan)化(hua)利用示(shi)范城(cheng)市,規劃建(jian)設配套基礎(chu)設施,實現(xian)再生水(shui)(shui)規模(mo)(mo)化(hua)利用。選擇典型地(di)區(qu)開(kai)展再生水(shui)(shui)利用配置試(shi)點(dian)(dian)工(gong)作。通(tong)過試(shi)點(dian)(dian)示(shi)范總結成功經驗,形成可復制可推廣的污水(shui)(shui)資源(yuan)化(hua)利用模(mo)(mo)式。創新污水(shui)(shui)資源(yuan)化(hua)利用服務模(mo)(mo)式,鼓勵第三方服務企業提供整體解決方案。建(jian)設資源(yuan)能(neng)源(yuan)標桿(gan)水(shui)(shui)廠,開(kai)展污水(shui)(shui)中能(neng)量物(wu)質回收試(shi)點(dian)(dian)。
四、健全污水(shui)資源化利用體制機制
(十三)健全法規標(biao)準。
推(tui)進(jin)制(zhi)定節約用(yong)水(shui)(shui)(shui)條例(li),鼓勵污(wu)水(shui)(shui)(shui)資(zi)源(yuan)(yuan)化利(li)(li)用(yong),實現節水(shui)(shui)(shui)開(kai)源(yuan)(yuan)減排。加(jia)快完善相關政策標準(zhun),將再生(sheng)水(shui)(shui)(shui)納入城市供水(shui)(shui)(shui)體(ti)系。推(tui)動制(zhi)修訂地方水(shui)(shui)(shui)污(wu)染物(wu)排放(fang)標準(zhun),提(ti)出差別化的污(wu)染物(wu)排放(fang)要(yao)求(qiu)和管控措施。抓緊(jin)制(zhi)定再生(sheng)水(shui)(shui)(shui)用(yong)于生(sheng)態(tai)補水(shui)(shui)(shui)的技(ji)術(shu)規范和管控要(yao)求(qiu),適時修訂其他用(yong)途的污(wu)水(shui)(shui)(shui)資(zi)源(yuan)(yuan)化利(li)(li)用(yong)分級分質系列標準(zhun)。制(zhi)修訂污(wu)水(shui)(shui)(shui)資(zi)源(yuan)(yuan)化利(li)(li)用(yong)相關裝備、工程、運行(xing)等標準(zhun)。
(十四)構建政策體系。
制定區(qu)域再生(sheng)水(shui)循(xun)環利用試點(dian)、典(dian)型地區(qu)再生(sheng)水(shui)利用配(pei)置試點(dian)、工(gong)業廢水(shui)循(xun)環利用、污(wu)(wu)(wu)泥無害化(hua)資(zi)(zi)源化(hua)利用、國家高新區(qu)工(gong)業廢水(shui)近零排放科技創新試點(dian)等實(shi)(shi)施(shi)方案,細化(hua)工(gong)作(zuo)重點(dian)和主要任務,形(xing)成污(wu)(wu)(wu)水(shui)資(zi)(zi)源化(hua)利用“1+N”政(zheng)策體(ti)(ti)(ti)系。研究制定“十四五”污(wu)(wu)(wu)水(shui)資(zi)(zi)源化(hua)利用等相關規(gui)劃。研究污(wu)(wu)(wu)水(shui)資(zi)(zi)源化(hua)利用統計方法與(yu)制度(du),建立科學統一的統計體(ti)(ti)(ti)系。完善用水(shui)總量控制指(zhi)標(biao)中非常(chang)規(gui)水(shui)源利用指(zhi)標(biao)考(kao)核相關規(gui)定,加大再生(sheng)水(shui)等非常(chang)規(gui)水(shui)源利用的權重,實(shi)(shi)行分(fen)類考(kao)核。完善取水(shui)許可管理制度(du),編制實(shi)(shi)施(shi)入河(he)(海(hai))排污(wu)(wu)(wu)口監督(du)管理指(zhi)導文件。
(十五)健全價格機制。
建立(li)使用者付費制度,放開再生水政府定價(jia),由(you)再生水供(gong)應企業和用戶按照(zhao)優質(zhi)優價(jia)的原(yuan)則自主協商(shang)定價(jia)。對于提供(gong)公共生態環境服務功能(neng)的河湖濕地生態補水、景觀(guan)環境用水使用再生水的,鼓勵采用政府購買服務的方式(shi)推動污水資(zi)源化利用。
(十(shi)六(liu))完善財(cai)金政策。
加(jia)大(da)中央財政資(zi)(zi)金(jin)對污(wu)水資(zi)(zi)源(yuan)(yuan)化(hua)利(li)用的投(tou)入(ru)力(li)度。支持(chi)地方政府專項債券用于符合(he)條件的污(wu)水資(zi)(zi)源(yuan)(yuan)化(hua)利(li)用建設項目。鼓勵(li)地方設計多元化(hua)的財政性資(zi)(zi)金(jin)投(tou)入(ru)保障機制。鼓勵(li)企業(ye)采用綠色債券、資(zi)(zi)產證(zheng)券化(hua)等(deng)手段,依法合(he)規拓寬融資(zi)(zi)渠道。穩妥(tuo)推進基(ji)礎設施領域不動產投(tou)資(zi)(zi)信托基(ji)金(jin)試點。探索(suo)開展項目收益權(quan)、特許經(jing)營權(quan)等(deng)質押(ya)融資(zi)(zi)擔(dan)保。落實現行相關稅收優(you)惠政策。
(十(shi)七)強(qiang)化科技支(zhi)撐。
推(tui)動將污(wu)(wu)(wu)(wu)(wu)水(shui)資源(yuan)化(hua)關(guan)鍵(jian)技術攻(gong)關(guan)納入國(guo)家(jia)中(zhong)長期(qi)科技發展規(gui)劃(hua)、“十四五(wu)”生態環境科技創新專項規(gui)劃(hua),部署相關(guan)重點專項開展污(wu)(wu)(wu)(wu)(wu)水(shui)資源(yuan)化(hua)科技創新。引(yin)導科研院所、高等院校、污(wu)(wu)(wu)(wu)(wu)水(shui)處(chu)理(li)企業(ye)等組建(jian)污(wu)(wu)(wu)(wu)(wu)水(shui)資源(yuan)化(hua)利(li)用創新戰略(lve)聯盟(meng),重點突破(po)污(wu)(wu)(wu)(wu)(wu)水(shui)深度(du)處(chu)理(li)、污(wu)(wu)(wu)(wu)(wu)泥資源(yuan)化(hua)利(li)用共性和關(guan)鍵(jian)技術裝(zhuang)備。編制污(wu)(wu)(wu)(wu)(wu)水(shui)資源(yuan)化(hua)利(li)用先進適用技術和實(shi)踐案(an)例,推(tui)廣一(yi)批(pi)成(cheng)熟的(de)工藝、技術和裝(zhuang)備。及時發布國(guo)家(jia)鼓(gu)勵的(de)工業(ye)節水(shui)工藝、技術和裝(zhuang)備目錄。
五、保(bao)障措施
(十八(ba))加(jia)強組織協調(diao)。
按照(zhao)中央部(bu)署、省級統籌(chou)、市縣負責的(de)要求,推進指導意(yi)見實施。壓實地方責任(ren),各省(區、市)政(zheng)(zheng)府(fu)(fu)抓緊組織(zhi)制(zhi)定(ding)相(xiang)關規劃(hua)或實施方案;市縣政(zheng)(zheng)府(fu)(fu)擔負主體責任(ren),制(zhi)定(ding)計劃(hua),明確(que)(que)任(ren)務,確(que)(que)保各項工(gong)作(zuo)順利(li)完成。國家發展改革委加強綜合協調,科技部(bu)、工(gong)業和信息化部(bu)、財政(zheng)(zheng)部(bu)、自然(ran)資源部(bu)、生態環(huan)境部(bu)、住房城鄉建設部(bu)、水利(li)部(bu)、農(nong)業農(nong)村(cun)部(bu)、市場監管總局等部(bu)門按照(zhao)職責分工(gong)做好相(xiang)關工(gong)作(zuo),加強水資源節約集(ji)約利(li)用、水污染防治、水生態保護、污水資源化利(li)用、相(xiang)關環(huan)境基礎設施建設的(de)統籌(chou),形成工(gong)作(zuo)合力,協調解決相(xiang)關重大問題。
(十九(jiu))強化監督(du)管理。
督促有關方面(mian)嚴格(ge)實行區域(yu)流(liu)域(yu)用(yong)水(shui)(shui)(shui)總量和強(qiang)度雙控制度,強(qiang)化(hua)水(shui)(shui)(shui)資(zi)(zi)(zi)(zi)源(yuan)管(guan)(guan)理(li)考核和取用(yong)水(shui)(shui)(shui)管(guan)(guan)理(li),確保《國家節水(shui)(shui)(shui)行動方案》落(luo)到實處(chu)。嚴格(ge)監督實施再(zai)生水(shui)(shui)(shui)納入水(shui)(shui)(shui)資(zi)(zi)(zi)(zi)源(yuan)統(tong)一配置(zhi)的要求。嚴格(ge)自備井(jing)管(guan)(guan)理(li),限期依法關閉未(wei)經批(pi)準和公共供水(shui)(shui)(shui)管(guan)(guan)網覆蓋范圍(wei)內(nei)的自備井(jing)。健全(quan)(quan)污水(shui)(shui)(shui)資(zi)(zi)(zi)(zi)源(yuan)化(hua)水(shui)(shui)(shui)質全(quan)(quan)過(guo)程監測體(ti)系,強(qiang)化(hua)污水(shui)(shui)(shui)處(chu)理(li)達標排放監管(guan)(guan),逐步(bu)建(jian)立覆蓋污水(shui)(shui)(shui)資(zi)(zi)(zi)(zi)源(yuan)化(hua)全(quan)(quan)過(guo)程的風險防(fang)控預警體(ti)系,確保污水(shui)(shui)(shui)資(zi)(zi)(zi)(zi)源(yuan)化(hua)安(an)全(quan)(quan)利用(yong)。
(二十)加(jia)大宣(xuan)傳(chuan)力度。
結合世(shi)界水(shui)(shui)(shui)日、中國水(shui)(shui)(shui)周、全國城(cheng)市節水(shui)(shui)(shui)宣傳周等主題宣傳活(huo)動,采取多種形(xing)式廣泛深入開展宣傳工(gong)作(zuo),加(jia)強科普(pu)教育,提高公(gong)眾(zhong)對污(wu)水(shui)(shui)(shui)資(zi)源(yuan)化利用的認知度(du)和認可度(du),消(xiao)除公(gong)眾(zhong)顧慮,增強使用意愿。完(wan)善公(gong)眾(zhong)參與機制,充分發揮輿論監(jian)管、社會(hui)監(jian)督和行業自律作(zuo)用,營造全社會(hui)共同參與污(wu)水(shui)(shui)(shui)資(zi)源(yuan)化利用的良好(hao)氛(fen)圍。
